You can find second hand caldias which are a great reel.
On this site from time to time you can pick up Shimano Stradics ci4's
Put out the feelers on this site and with xmas coming up guys want to off load extra gear. What rod do you have mate.
Ive picked up some cracker reels off this site guys look after their gear.
If you can stretch you budget CI4+ i picked up for $200 when they just came out barely used with line which was a bargain.

I would of suggested one of the normal shimano stradic
but you would have to put in a bit more money if you want a new
one but check out the pflueger model reels there not bad for the money
you want to spend.

You should be able to get the Aird for under $100. They are a bit clunky but for the price i think they are ok. Not as smooth as a Freams or Symetre but you do get 2 spools with it if you want to put braid on one and fluro on the other. If your not going to be throwing light plastics it should get you some trout and reddies.

Reel for $100

See what Anaconda have on special. I've now got 2 Pflueger Supreme XTs from Anaconda for $99 each. The special comes up fairly regularly, normally they're $299 (which they are at the moment). I reckon they're great reels. Just watch the size. Their 2500 is more like a 1000 but it's still perfect for trout, bream etc.
