Hull Question

Just a couple quick questions regarding cleaning and prepping my little Quintrex tinny for abit of a freshen up.

I have a 2000 Quintrex 385 and looking at vinyl wrapping it. Now Im also a new boat owner and even though this might sound stupid what can i clean the inside/outside of the hull with to get mickey mouse clean before i give it a quick go over with the prepsol and tack cloth and start wrapping it.

I have also though of building a cast deck between the first and second row of already existing bench's. i have seen people on here use quick blox or something called like that to knock up a frame?? How strong are they and where can i get some from?
