Dilemma popper or skinny pop, if they don't eat that rip and pause a jerk bait so it's kicking up mud - a highcut or dilemma or go bigger if you're really keen I know addiction throws an osp rudra at shallow flatties. Short of that slow roll some crank baits and bounce some placcies around but I prefer hards in shallow water, good luck!

Worth a crack mate, nothing beats beer battered fatty tails! If all that fails just throw you most expensive bream lure on your lightest line and you'll hook a couple for sure! Landing them will be a different story though haha

If it's a sandy bottom, the Cultiva Rippin Minnow 70's are awesome. Just rip 'em down into the sand and cause as much commotion as you can, the flathead love them. This is a biased opinion, but they work great.

Check them out.

the area im fishing consists of mangroves that meet up with soft mud (that's my land based side) then it drops into a nice hole then that hole comes up onto a good whiting sand Bank

If you're fishing where I'm pretty sure you are, if you can find them stiffy minnows in prowler are gun cast or trolled. Otherwise I throw either wasabi squishy lobby's or grasshopper 70mm squishy fish on 1/4oz jigheads

86mm bent minnows have worked well for me fishing in similar territory.
Just slow rolled with very occasional rips.
