Lure ID pls? (Cultiva vib...?)

Please see attached pic, bought 6 of these unidentified lures, I know they are in packaging but can't find anything matching on the interweb even when trying to search any of the english words on the box or the colour codes etc...
Is it even "real"?

See em on the bay all the time. For the price they look the goods, with the Cultiva/Owner hooks. They are a really nice small blade.

The hardware and enamel type finish looks suspiciously like Waterland.
