Its not so much what is best but what is best in a certain situation. Floating is great for getting lures over structure etc. suspending is great for pausing the lure in the noses of fussy fish and i use sinkers for fish holding deep or working it down rock walls and the like.

Unfortunately there is no simple answer as they all have their purpose

sinking for me, even on flats or deep in yacht clubs, I love slow twitching and I can always get the lure to the bottom. That is how i like to fish.

Both correct. Sinking lures can work the whole water column so if you want an all-rounder I'd go with that. If you're fishing horizontal structure go a suspender or slow floater. If you want to fish the surface or near surface floating is the best.
