suitable for light and heavy

does anybody no any good reels suitable for bream fishing with light gear and suitable heavier gear for when i go out palmy reef so i can put the light gear to the test. nothing over $250
ps not a raider

do you mean any good rods? there's a huge range of rods out there to choose from. The T-Curves are a good option, I have a 2-5kg that works fine for a bit of everything. I recently bought a Hearty Rise Seabass Rod (8-14lb) and 8'6" long. It casts bream lures just fine and then handles lures up to 30g! I can't say I've ever come across a more ideal allround rod for me.

Your 2-4 or 2-5 kg rated rods will cover an astonishing number of bases with regards to the type of fishing you can do. I've used a 2-5 kg Rack raider for flats fishing, plugging for barra, breaming, light GT work, poppers on flats for GT's and queenies, using lines from 6lb to 15 lb braid, and it has taken it all in stride. T-Curve, Raider (I or II), Starlos, Pfluegers.

Reels on the other hand, is where the choice tends to narrow a bit.

it's a little out of your price range, but have a look at the gloomis dsr822. Its 6-12lb, 7ft and has plenty of grunt. I use it down here in sa for mulloway and occasionally bream fishing. Top rod but your lookin at $500 for it. Goodluck champ.
