Microsoft picture viewer, with the red screen icon. Resize to documents size and save and viola...
Thats actually how i save all the pics on my laptop when they're 2mb or so and resize to a smaller yet still good definition format and only 250 450 kb. For instance the picture attached is only 174 kb and has ample resolution for forum viewing etc - as per the last screen shot of that same pic opened up in another screen and blown up.
