best $300 camera

hey looking to upgrade my current camera had a lumix in mind cant remember the name but had 14pixels and was shock and water proof. is this a good buy for 280 ? or are there better cameras for the money

I have the Olympus tough $230-$300 price range
3m waterproof
1.5m shockproof
12 megapixel

My friend has the lumix tough $260-$320 price range
3m waterproof
1.5m shockproof
12 or 13 megapixel

If you are after clear photos the lumix tough camera is a little bit better but not much!
If you want to save some money the Olympus tough camera is fine.

I got a lumix - water proof to 10 meters and 14mp If i remember correctly - set me back $300 with 4 gig card and case.
