Light threadline rod - reel seat fixed hood up or down

What is the most preferred and most sensible way to position the reel seat on ultra-light and light, single-handed threadline rods?
I have normally gone with fixed hood up, but have seen some recipes that say to put the fixed hood down. What is the reasoning for the two different methods?

I like the fixed hood down as it lowers the reel in position to the butt.
